I definitely hear a "hallo, as-salam alaikum" in the beginning, so it's Arabic or something close to it.
The greeting is Arabic, but common in muslim world. The speaker is not speaking Arabic during the rest of the message. The words sound Turkish to me, but the accent seems a lot more eastern. So I dunno.
